President Rodrigo Roa Duterte and his official delegation arrived safely on the morning of October 2, in Vnukovo International Airport in Moscow to begin his full-packed schedule of activities in Russia.

President Duterte went to Russia upon the invitation of President Vladimir Putin and our leader views his latest trip as an auspicious opportunity to deepen our ties with the Russian Federation. He further considers this second visit as a good occasion to broaden Philippines-Russia cooperation in a wide range of areas, such as trade and economics, defense and military, health, and science and technology, among others.

We have to underscore that it is under the Duterte Administration that both countries witnessed a dramatic reinvigoration of formal diplomatic relations since its establishment in June 1976. The President hopes to have a robust, comprehensive and mutually-beneficial partnership with Russia under President Putin whom our Chief Executive fondly calls his favorite hero.

The two leaders will have their bilateral meeting and both of them will witness the signing of agreements in Sochi, also the venue of the prestigious Forum of the Valdai International Discussion Club, or the Valdai Forum, where he will articulate his views on Philippine perspectives of the current world order.

In Moscow, the President is slated to have a bilateral meeting with Russian Prime Minister Dmitry Medvedev whom he first met on the sidelines of the ASEAN Summit in Vientiane, Lao PDR, in September 2016, and later in Manila for the 50th ASEAN Summit last November 2017.

PRRD will likewise interact with top Russian business leaders in Moscow to encourage them to invest in the Philippines. Russia is currently our 21st (out of 221) trading partner, 34th (out of 221) export market, and 19th (out of 198) import supplier.

Also in Moscow, the President, as the chief architect of foreign policy of the Philippines, will speak about the independent foreign policy course chartered by his Administration before the future diplomats of Russia in the Moscow State Institute of International Relations, one of the leading Russian universities for international, political, legal and economic studies.

Finally, President Duterte will touch base with the members of the Filipino community in Russia, thank them for their support to him and to the country, and report to them the significant strides made by his Administration in the first three years of his presidency.

Pursuant to Special Order No. 1061, the President assigned Justice Secretary Menardo Guevarra as government caretaker and Officer-in-Charge from 01 October to 06 October 2019, to ensure the smooth operations of the Executive Department.
